What is an Inner Line Permit (ILP)?
The Inner Line Permit is a travel document issued by the Government of India under the Bengal Eastern Frontier Regulation Act, 1873. It allows Indian citizens to visit certain protected states in Northeast India. The ILP system was originally designed to protect indigenous tribal communities from outside influence.
Which States Require ILP in 2026?
- 🏔 Arunachal Pradesh — Required for all Indian citizens. Also applies to Tawang, Ziro, Pasighat, Mechuka, Bum La Pass.
- 🌿 Nagaland — Required for all Indian citizens. Applies to Kohima, Dimapur (ILP not required for Dimapur itself), Hornbill Festival.
- 🌸 Manipur — Required for all Indian citizens. Applies to Imphal, Loktak Lake, Moreh.
- ⛰ Mizoram — ILP required. Applies to Aizawl and all Mizoram destinations.
States that do NOT require ILP: Assam (Guwahati, Kaziranga, Jorhat), Meghalaya (Shillong, Cherrapunji, Dawki), Sikkim (Gangtok, North Sikkim), Tripura (Agartala).
How to Get ILP for Arunachal Pradesh

Foreign Nationals and ILP
Foreign nationals cannot obtain an ILP. Instead, they need a Protected Area Permit (PAP) or Restricted Area Permit (RAP) issued by the Ministry of Home Affairs, India. Can I get ILP on the same day as my trip?

Is ILP required for a self drive car from Guwahati?
